  • Governor Murphy announced that, as of this morning, 82 schools are currently fully open for in-person instruction while 362 are currently offering a hybrid of in-person and remote instruction that has some students in the school building at some point in the day.
    • The number of schools providing all-remote learning has increased to 320. And 47 districts are operating with a mix of all-remote, in-person, or hybrid learning across buildings
  • Murphy also spoke about remote learning noting that the total number of students who currently lack either the proper device or connectivity for remote learning is now 14,349.

  • There are three new walk-up testing sites now operating in Camden City, through a partnership between Camden County, Cooper University Medical Center, and the Camden Coalition of Healthcare Providers.
    • Testing is now available from :
      • 10 a.m. to 2 p.m. every Monday at the Veterans Memorial School at 800 North 26th Street
      • Every Wednesday from 10 a.m. to 2 p.m. at the Cooper Poynt School at 201 State Street
      • And on Thursdays at the Dr. Charles Brimm Medical Arts High School at 1626 Copewood Street, again from 10 a.m. to 2 p.m
      • Each of these sites will remain in operation at the days noted until there is no longer a demand for testing. They do not require an appointment
  • Over the past week, a total of 18 new in-school outbreaks were confirmed – those are two or more cases epidemiologically linked to in-school activity – with a total of 103 subsequent new cases of coronavirus infection.
    • Since the beginning of the school year, the state has recorded 88 total outbreaks directly linked to in-school transmission and a total of 388 cases
    • 87 school districts are currently fully open for in-person instruction – that’s down two from last week – and 423 are currently offering a hybrid of in-person and remote instruction that has some students in the school building at some point in the day, and that is down 15 from this time last week

  • The New Jersey Economic Development Authority has now exceeded 30,000 businesses which it has been able to assist through its suite of COVID relief programs, whether it be direct grants, low-interest loans, support for private-sector lenders and Community Development Financial Institutions, or capital guarantees for entrepreneurs.
    • Particularly, the Small Business Emergency Assistance Grant Program has to-date provided more than $120 million to more than 27,000 businesses and non-profit organizations, and another 22,000 are in line to receive funding in Phase 3 of the EDA’s grants program
  • The EDA is also maintaining its NJ Small and Micro Business PPE Access Program, which provides businesses with discounts on the purchase of PPE from designated vendors, including Office Depot, Boxed, and Staples.
    • Right now, all New Jersey-based businesses, regardless of size, can receive a 10 percent discount on their PPE purchases through these vendors
    • But, starting tomorrow, businesses with 100 or fewer employees will be eligible for a total discount of nearly 70 percent. All small businesses previously approved for 25 percent discounts will automatically have their accounts updated to the 65 percent discount level for all future purchases.
      • And the deadline to register your business for this discount has been extended from November 30th to December 10th
  • The Governor drew attention to several testing locations that are available across the state :
    • For residents of Union County – which has been among our hardest-hit counties – there are two new sites available to you tomorrow. You can go to either the Jefferson School at 155 Hilton Avenue in Union from 10 a.m. to 1 p.m. or to the 7th and 8th Grade Academy at 1139 Kline Avenue in Rahway between the hours of 3 p.m. and 5 p.m
    • In Atlantic City, tests will be available tomorrow at the Stockton University Residential Complex at 3701 Boardwalk, from noon to 7 p.m
    • Testing will also be available at St. Michael’s Church on North Mississippi Avenue from 9 a.m. to 4 p.m. this upcoming Friday, November 27th, and Saturday, November 28th

  • Governor Murphy, alongside six other regional governors, urged all colleges and universities to make COVID testing available to all residential students before they leave for Thanksgiving break.
    • Any student who tests positive will be encouraged to isolate on campus or – if they are to go home – to make arrangements for their safe travel home in coordination with local health officials
    • The other Governors are New York Governor Andrew Cuomo, Pennsylvania Governor Tom Wolf, Delaware Governor John Carney, Connecticut Governor Ned Lamont, Rhode Island Governor Gina Raimondo, and Massachusetts Governor Charlie Baker

  • Murphy said that over the past week, a total of five new in-school outbreaks were confirmed at the PreK-12 level, and these led to 47 new cases of coronavirus infection.
  • The Governor also spoke about the state’s digital divide in schools
    • As of today, 70.3 percent of districts have reported that they currently have no device or connectivity needs. This is an increase from last week of 0.3 percent
    • Back in the summer the state estimated that roughly 231,000 students lacked either the proper device or connectivity for remote learning – this week that has been reported at just over 35,000 students, which marks an almost 12 percent reduction since last week’s update
